El canciller brasileño, Celso Amorim, advirtió ayer que la negativa de Ecuador a reconocer un crédito concedido por el banco estatal de Brasil (BNDES) puede afectar a toda la región, ya que está garantizado por mecanismos de la ALADI.

“Si la garantía del CCR (Convenio de Créditos Recíprocos) no sirve como se creía, eso afectará a toda Suramérica”, sostuvo Amorim sobre la decisión ecuatoriana de accionar a la justicia internacional para pedir la anulación de una deuda con el Banco Nacional de Desarrollo Económico y Social (BNDES) de Brasil.

El CCR es un mecanismo de la Asociación Latinoamericana de Integración (ALADI), suscrito por los bancos centrales, que establece compromisos de pago para proyectos regionales, y fue en ese marco que el BNDES otorgó el préstamo de 286,8 millones de dólares que contesta Ecuador, explicó Amorim.

Obama’s foreign policy

Our policy of issuing threats and relying on intermediaries to curb Iran’s nuclear program, sponsorship of terrorism, and regional aggression is failing. Although we must not rule out using military force, we should not hesitate to talk directly to Iran. Our diplomacy should aim to raise the cost for Iran of continuing its nuclear program by applying tougher sanctions and increasing pressure from its key trading partners.

Diplomacy combined with pressure could also reorient Syria away from its radical agenda to a more moderate stance — which could, in turn, help stabilize Iraq, isolate Iran, free Lebanon from Damascus’ grip, and better secure Israel.

Iran and North Korea could trigger regional arms races, creating dangerous nuclear flashpoints in the Middle East and East Asia. In confronting these threats, I will not take the military option off the table.

We must refocus our efforts on Afghanistan and Pakistan – the central front in our war against al Qaeda — so that we are confronting terrorists where their roots run deepest.

I will build a twenty-first-century military and twenty-first-century partnerships as strong as the anticommunist alliance that won the Cold War to stay on the offense everywhere from Djibouti to Kandahar.

I will not hesitate to use force, unilaterally if necessary, to protect the American people or our vital interests whenever we are attacked or imminently threatened.

How Mr. Obama responds to the Kremlin’s provocation this week will offer an important glimpse of his Administration’s approach to foreign policy.

In the yearly state of the nation address on Wednesday, President Dmitry Medvedev blamed the Georgia war, Russia’s tanking markets and declining bilateral relations on a “selfish” and “mistaken, egotistical and sometimes simply dangerous” America. Presumably for effect, the national address was moved from last month to Wednesday, and started and ended with anti-U.S. tirades.
